NGO scam: Bihar seeks monthly updates on funds

On August 9, a team headed by Inspector-General (IG) (EOU) Jitendra Singh Gangwar flew to Bhagalpur via a special aircraft after Bihar Chief Minister Nitish Kumar raised the issue at a function that was organized to mark the "Earth Day". The pace and intensity of the investigation reveal that the fraud involves a laundering of government funds on a large scale.

While Sushil Modi said the probe had revealed siphoning of Rs 302 crore, investigators from the Economic Offences Unit (EOU) said the amount might go up substantially as they were tracing bank accounts of the NGO - Srijan Mahila Sahyog Samiti. Both the promoters of the NGO, however, are absconding at the moment whereas the founder of the NGO, Manorama Devi, mother of Amit Kumar died earlier this year. Bhagalpur District Magistrate, Adesh Titarmare's private secretary Prem Kumar has also been taken into custody by the police for interrogation.

According to reports, the public money which was kept in the state government and the district administration bank accounts had been diverted to the bank accounts of a Non-Governmental Organisation (NGO) Srijan, its employees and bank officials. "We are also probing banks and the previous DMs and auditors general".

"The department-wise verification of account must be ensured by district magistrates to keep a tab on irregularities in funds". Since the investigation is still going on, the exact amount of the scam is yet to be determined. "Lalu is levelling baseless allegations to avenge Nitish's decision to part ways with RJD", JD (U) spokesman Rajiv Ranjan said.BJP spokesperson Rajib Ranjan questioned why the RJD, which was in the government for 20 months till mid-July, did not unearth the scam.

"PM Modi should take cognizance of the scam and order a CBI probe into it because state government agency is not reliable to investigate as Sushil Kumar Modi is involved in it", he told media here on Friday soon after he returned from Jharkhand.

RJD chief Lalu Prasad Yadav has demanded a CBI probe into the scam.
