The Congress declared a total income of Rs 261.56 crore, but 26.11% or Rs 68.30 crore was declared unspent by the party.
BJP's total declared income was Rs 570.86 crore and Congress's income was Rs 261.56 crore.
A non-government organization that works for electoral reforms, ADR said the total declared income of the BJP and the Congress stood at Rs 570.86 crore and Rs 261.56 crore, respectively, in 2015-16.
Income from "unknown sources" refers to those where the source is not declared for donations below Rs 20,000. Such sources include "sale of coupons", "relief fund", "miscellaneous income", "voluntary contributions", "contribution from meetings/morchas" etc.
Declaring its unknown source of funding, Indian National Congress collected close to Rs 168 crores through "Sale of Coupons". Communist Party of India (Marxist) is the only other national party with more than Rs 100 crore funding. Quoting figures from a report of the Association of Democratic Reforms (ADR), which claimed that the BJP and Congress together received Rs 646.82 crore, or over 77 per cent of their total income, from "unknown sources" during 2015-16, the AAP asked, "Did the EC investigate the two parties at any point through the Income Tax department in the light of such massive donations from unknown sources?"
BJP has shown the highest income amongst the national parties with a total income of Rs 570.86 crore.
According to the analysis for 2015-16, 23 percent of BJP's total income remained unspent whereas it was 26 percent in the case of the Congress. However, both the parties have not yet submitted their Income Tax returns copy to the Election Commission of India (ECI), according to an ADR report titled "ANALYSIS OF INCOME & EXPENDITURE OF NATIONAL POLITICAL PARTIES FOR FY- 2015-2016".
"Between the financial year 2014-15 and 2015-16, the income of AITC increased by 180.68 per cent (Rs 22.26 cr) from Rs 12.32 crore during 2014-15 to Rs 34.58 crore during 2015-16 while the income of CPI increased by 17.93 per cent (Rs 33 lakhs) from Rs 1.84 crore during 2014-15 to Rs 2.17 crore during 2015-16", the report reads.
Funds from "known sources (donations above Rs 20,000)" accounted for Rs 97.27 crore of the two parties' total income in 2015-16 put together.
