The poll on the "Protect Life Rule" was conducted by McLaughlin & Associates. 12% were undecided. The poll surveyed 1,000 likely general election voters nationwide with a margin of error of +/-3.1%.
Under the proposed plan no abortions could be performed under the same roof where federal dollars are used, and those practices cannot refer patients out for abortions. (Planned Parenthood serves the majority of clients who use publicly supported contraceptive services in about 8 percent of the United States' 3,141 counties.) If they can not get access to contraception, they will be more likely to have unwanted pregnancies.

Congress past year failed to wipe out funding for Planned Parenthood, because the bill faced overwhelming Democratic objections and would not have received the 60 votes needed to pass in the Senate.
The Trump administration announced [press release] its support on Friday to move forward with the proposed rule from the Department of Health and Human Services (HHS) [official website] that would ban Planned Parenthood and similar organizations from receiving federal family planning funds that they now receive through Title X [text, PDF].
"From our part of view, if it prevents funds from going to clinics that provide abortion, that in and of itself is a gag", Leriche said. In February 2018, the Department of Health and Human Services issued a directive known as the Federal Opportunity Announcement that encouraged natural family planning or "fertility awareness" providers to apply for family planning grants, too. Similar regulations were upheld by the Supreme Court in 1991 in Rust v. Sullivan (500 US 173).
"This important proposal would ensure compliance with the program's existing statutory prohibition on funding programs in which abortion is a method of family planning", the White House said. The proposal comes amid strong pleas from grassroots Americans and members of Congress to defund the abortion giant Planned Parenthood. Guttmacher projected that federally qualified health centers would have to take on about 2 million extra patients across the country for contraceptive services even though only 6 in 10 clinics served at least 10 people seeking this care in 2015.
Planned Parenthood, which runs 12 clinics in the state, is the only current recipient of the grant money in the state.
The Trump administration has cut several other streams of funding to Planned Parenthood as well. The policy was rescinded under President Bill Clinton, and a new rule took effect requiring "nondirective" counseling to include a full range of options for women.
