"The number of contested races at the top of the ticket is unusual", said Belangia.
Those two contests will be among the most closely watched in Tuesday's round of primaries that also include contests in Virginia, South Carolina and Maine.
This office is now held by Scott Taylor of Virginia Beach.
The state's tilt toward Democrats in recent years gives the party reason for some optimism.

In the second district, which includes the Hampton Roads area, both Democrats running to challenge incumbent Republican Representative Scott Taylor are women.
Democrats will decide between Elaine Luria and Karen Mallard. Tim Kaine (D- Virginia), those candidates have already won their party's nominations.

The victor will challenge GOP Representative Dave Brat, who is seen as potentially vulnerable. Arrington has sought to use Sanford's frequent criticism of Trump as a wedge with GOP primary voters. It lets voters rank candidates by preference rather than choosing just one. In Arlington County, voters will choose between two Democrats to run against incumbent County Board member John Vihstadt (I).
