North Korea Is Looking to Build Trust, South Korea’s Moon Says

During his lecture, Moon said South Korea and ASEAN can advance each others' needs and interests, as ASEAN is not only a trading partner and investment destination for South Korea, but also a partner to create "a community of peace".

Following their summit at the Singaporean presidential palace Istana, Moon said the two countries will expand bilateral trade volume, which now stands at roughly 20 billion dollars.

"If North Korea sincerely carries out denuclearisation measures, I hope it can be brought to participate the many meeting mechanisms of ASEAN, and bilateral exchanges and cooperation between ASEAN and the North can be strengthened".

For instance, since 2000, Asean has supplied a venue for dialogue between North Korea and the global community - the Asean Regional Forum (ARF). "Secretary Pompeo's North Korea visit has confirmed that there is no difference between the two on the concept of denuclearization".

Asean has also consistently en-couraged the North to give up its nuclear missile development programme and choose the path tow-ards peace and prosperity, he added.

On the denuclearization process and North Korea's latest harsh remarks about the United States - that the latter was making "unilateral and gangster-like" demands for the North's denuclearization - Moon said at the summit he considered such rhetoric an acceptable "strategy" in the course of a negotiation, according to Blue House Spokesman Yoon Young-chan.

"North Korea is looking to build trust, and an end to hostile relations with the US, a significant difference from past nuclear negotiations when it asked for economic concessions for dismantling its nuclear program", Mr. Moon's spokesman quoted him as saying.

On the economic front, the two leaders agreed to exert efforts to expand the participation of South Korean companies in Singapore's projects related to transportation, infrastructure and energy.

"South Korea and the U.S. hold a firm position on the roles and importance of U.S. Forces in Korea for sustaining peace and stability in the Northeast Asian region and the Korean peninsula", he said.

In his speech, Mr Moon laid out his envisioned road map towards peace on the Korean Peninsula, which involves the United States, Japan, China and Russian Federation as well.

He added that his country is discussing with the US and North Korea about when and how the declaration for the end of the Korean War will be announced.

"Negotiations between North Korea and the United States are now on the right track", Moon was quoted as saying.

Moon's meeting with Lee came exactly a month after Singapore played host to the historic North Korea-U.S. summit during which North Korean leader Kim Jong-un and U.S. President Donald Trump agreed on the complete denuclearization of North Korea.
