Velayati is in Russian Federation as a special adviser to President Hassan Rouhani and will travel to China on Friday, so the same request has also been made to Chinese authorities, the foreign ministry said in a statement.
The Kremlin said Thursday that Putin has met with Ali Akbar Velayati, a senior adviser to Iran's Supreme Leader Ayatollah Ali Khamenei, but wouldn't offer any details of the talks.
The presence of these issues, in the letters delivered to Putin, underscores the assertion by Tehran's embassy in Moscow that Velayati will meet the Russian energy minister after his meeting with Putin.
Argentina is now considering whether it will register a formal diplomatic complaint to the Russians following Velayati's non-arrest, although the government is said to be nervous about increasing any tensions with Moscow. Hossein Amir-Abdollahian, a special adviser on worldwide affairs to the speaker of Iran's parliament, said Velayati was scheduled to meet Putin on Thursday and would discuss ways to confront United States policy in the Middle East region.
"Iran and Russia's presence in Syria will continue to protect the country against terrorist groups and America's aggression".
He added that the cooperation in the region between the resistance front led by Iran and Russian Federation against terrorism and its supporters in Syria and other regional countries was indicative of an exemplary, strategic and long-term partnership between the two countries.

Trump also said he planned to reinstate USA nuclear sanctions on Iran and impose "the highest level" of economic bans on the Islamic Republic.
Trump and Putin are expected to discuss Iran's regional role and the Syrian conflict at a summit in Helsinki next Monday.
Apart from the United States, the other signatories to the 2015 Iran nuclear accord - Russia, China, Germany, France and Britain - have said they still support the deal.
