The Division 2 will release on PC via the Epic Games store. We logged into our Epic Games Store account and were able to verify that this is indeed the case, although we're unsure if users would be able to change their location or spoof it using a VPN just to get a better deal, it's something that's still possible on GOG.
"We entrust Epic to deliver a smooth journey for our fans, from pre-ordering the game and enjoying our Beta to the launch..." It was a business decision to focus on Epic Store and Ubisoft Store for distribution of The Division 2 on PC.

This new partnership doesn't mean Ubisoft is totally abandoning Steam. They will reveal more details later this year. Ubisoft joins Supergiant Games in moving their PC releases to the Epic Games Store rather than Steam. As reported by Polygon, the semi-exclusive deal will begin in March with the launch of The Division 2. At the same time, that attention from gamers will increase the visibility of other titles on Epic's store, potentially feeding a virtuous cycle for developers who might be thinking about taking advantage of Epic's more favorable revenue sharing.
Before today's announcement, every pre-order for The Division 2 was only available through Ubisoft's Uplay service.
The Epic Games Store launched late previous year, and it's not hard to see why it's becoming an attractive alternative to Steam.
