While setting lofty goals, the plan does not explicitly call for eliminating the use of fossil fuels such as oil and natural gas, a nod to pragmatism that may disappoint some of Ocasio-Cortez's strongest supporters.

"Let's be clear, the Green New Deal is a trojan horse for socialism", said the House GOP statement. But the freshman congresswoman from NY introduced a Green New Deal resolution on Thursday that is already emerging as a key policy test for 2020 Democratic candidates.

Government can take an equity stake in Green New Deal projects "so the public gets a return on its investment", she said.

Pelosi also named the nine Democratic members of the new Select Committee on the Climate Crisis - and notably left Ocasio-Cortez off the list.

Harris and other Democratic presidential hopefuls - Senators Corey Booker, Bernie Sanders, Jeff Merkley, Elizabeth Warren and Kirsten Gillibrand - as well as Julian Castro and independent Michael Bloomberg, have endorsed the Green New Deal concept, without outlining specific policies. President Donald Trump has scrapped Obama's plan, which imposed emissions limits on coal-fired power plants, as a job-killer.
