China again blocks move to blacklist Masood Azhar at UN Security Council

Responsible member-states of the Security Council may be forced to pursue other actions if China continues to block moves to designate Pakistan-based JeM chief Masood Azhar as a global terrorist, diplomats at the UN's principal organ have warned. The Lashkar-e-Tayyaba chief, Hafiz Saeed, and his deputy, Zaki-ur-Rahman Lakhvi were both placed on the lost after the November 2008 terrorist attacks in Mumbai.

In a statement by its Ministry of External Affairs (MEA), India asserted that the committee was not able to come to a decision on the proposal on account of a member placing the proposal on hold.

Two weeks after the suicide bombing, the United States, the United Kingdom and France had moved a fresh proposal at the UN Security Council to blacklist Azhar under the 1267 Al Qaeda Sanctions Committee.

Except for China, which wields veto power in the Security Council, all other UNSC members were on board with the move before the al-Qaida (1267) Sanctions Committee. China should not prevent the Committee from doing the job the Security Council has entrusted it to do.

JeM claimed responsibility for the February 14 attack in India-administered Kashmir that killed at least 40 Indian troops and triggered a massive military standoff between the South Asian neighbours.

In 2016, India's statement on the Chinese decision was scathing. "Instead of simply blaming other countries, especially Pakistan and China, the Indian government should make more self-introspection on its anti-terrorism policy and dwell more on how to better administer the Indian-controlled part of Kashmir".

In 2017 too, India indirectly identified China as the UNSC member responsible for blocking the consensus on listing Azhar.

He leads the JeM, which has been designated by the United Nations as a terrorist organisation and "has been responsible for numerous terrorist attacks and is a threat to regional stability and peace", Palladino said during a news briefing in Washington. Germany pledged to be a co-sponsor to the proposal late on Wednesday. Until now, all the P-3 countries- US, UK and France have co-sponsored the proposal except for China.

An inkling of China's stand on the issue came during Foreign Ministry Spokesperson Lu Kang's press conferences on Monday and Wednesday in Beijing when he was asked about the proposal to list Azhar as a global terrorist by the UNSC.

However, he refrained from making a direct comment on the deliberations inside the United Nations on this issue.

The olive branch, however, was responded with air raids in Pakistan's Balakot area on February 26 by India. She had said at the trilateral meeting with Russian and Chinese foreign ministers that Pakistan's inaction on JeM had triggered the airstrikes. Next day Pakistan and India were involved in an aerial dogfight and Indian fighter pilot Abhinandan Varthaman was captured by Pakistan.
