In late March, South Korean media reported that Kim Chang Son, the de facto chief of staff for North Korean leader Kim Jong-un, visited Moscow to discuss a visit to Russian Federation by the latter, Trend reports citing Sputnik.

President Trump on Saturday tweeted glowingly of his relationship with North Korean leader Kim Jong Un and that a third summit "would be good", citing their personal relationship and knowledge of "where we each stand".

Kim blamed the collapse of his second summit with Trump on what he described as Washington's unilateral demands.

The United States is "is still shunning the withdrawal of its hostile policy, the fundamental way of establishing the new DPRK-U.S. relations, and miscalculating that it can bring us to our knees if it puts maximum pressure on us", Kim said.

"In his speech after being re-elected as the State Affairs Commission chairman, Kim once again declared his strong determination for the denuclearization of the Korean Peninsula and the establishment of peace", Moon said.

Choe also "called for making a dynamic struggle for the prosperity of Juche Korea and accomplishment of the cause of socialism, single-heartedly rallied around Kim Jong Un", KCNA said. Experts said this could be a sign of his desire to keep recent months of up-and-down nuclear diplomacy alive rather than returning to the threats and weapons tests that characterized 2017, when many feared possible war on the Korean Peninsula.
